FEMA PA-TAC/Disaster Recovery Specialists (Engineers - Mid/Senior)
Posted 2025-05-31ATCS's Emergency Management Services group is expanding! We're actively seeking qualified Professional Engineers to join our team for deployment to work on the FEMA Public Assistance Technical Assistance Contract (PA-TAC) supporting FEMA regions III and IV.
This role requires on-site presence and is NOT remote.
The objective of this contract is to assist communities in recovering from major disasters by offering technical grant support to rebuild damaged infrastructure and effectively engage in the PA Program. Youll work with FEMA and government officials to support the repair, replacement, and restoration of public infrastructure damaged by disasters, including roads, bridges, buildings, and utilities.
This position requires the flexibility to deploy for up to one year to various locations within FEMA Regions III and IV, including NC, SC, VA, GA, or TN, as assigned by FEMA. Staff living more than 50 miles from the duty station will be eligible for reimbursable per diem (for meals and lodging) at GSA rates, along with airfare and rental car expenses.

Basic Qualifications
Engineer-In-Training (EIT) or Professional Engineer (PE) license preferred
Must be a US Citizen per contract requirements
Previous experience with Grants Manager/Grants Portal is a plus
Ability to obtain a Public Trust clearance which involves a Moderate Background Investigation with fingerprint and credit checks
Must possess an undergraduate degree with additional professional experience in engineering
Must be able to mobilize within 2448 hours and commit to up to 12 months of deployment.
Must be able to withstand physical requirements of the position, including site visits and any other physical demands of the position.
Primary Responsibilities
Conduct thorough site inspections of disaster-damaged infrastructure, documenting damage through photographs, sketches, and detailed reports.
Develop and review scopes of work, cost estimates, and identify applicable codes and standards.
Review engineering reports, designs, and as-built plans to evaluate damage and recommend hazard mitigation measures.
Guide applicants through project prioritization, recovery scoping meetings, and grant documentation.
Use FEMAs Grants Manager system to manage project actions, documentation, and correspondence.

Our employees are the most critical part of ATCS. For this position, we offer an a rate of $40.00 - $65.20 per hour, commensurate with experience and qualifications. The role is also eligible for an annual bonus, with a target 2% of the employee's annualized salary.
