Implement and manage systems for effective staff supervision, performance management and conflict resolution within unionized employees.Essential Functions:
- Serves as Bid Manager to a variety of BPS Facilities Management Department seeking contracted services and supplies.
- Works with Project Managers and Project Director to develop scopes of work and specifications, to establish minimum qualifications and evaluation criteria used in procurement documents.
- Communicate regularly with Project Managers, Assistant Director of Finance, and Executive Director to ensure they understand and adhere to procurement and contracting laws, policies, and procedures.
- Work with departments to determine the best and most appropriate pricing methodology to use when requesting quotes and bids.
- Prepare and review invitations for bids and requests for proposals prior to advertising them.
- Responsible for advertising all bids in the required manner, local publications, central register, goods, services, etc.
- Responsible for the preparation and execution of awarded contracts.
- Maintain neat and complete records of procurement projects, including procurement-related correspondence.
- Receives and investigates complaints and bid protests brought under the terms of m. G. L. C7 38; m. G. L. C. 30 39m, m. G. L. 30b, m. G. L. C. 149.
- Maintains records and databases; prepares reports and performs related work as required/directed by the Assistant Director of Finance and Executive Director.
- Create, maintain and support BPS-specific online procurement forms.
- Create online bids, RFPs and contracts providing support to vendors for online procurement.
- Supervises and manages the performance of 6 union staff members, including assigning tasks, providing feedback and conducting performance evaluations.
- Ensure compliance with the applicable collective bargaining agreement.
- Addresses and resolves employee grievances in a timely manner in accordance with union guidelines and district policies.
- Facilitate team meetings and promote a positive and productive work environment.
- Bachelor of Science in Business Administration, Finance, or related field.
- Massachusetts Certified Public Procurement Official
- Demonstrate experience in supervising and managing a unionized workforce.
- Masters of Business Administration
